Most organisations are not performing at the level their resources should permit. The usual explanations — insufficient strategy, poor processes, inadequate systems — are rarely wrong. They are rarely sufficient.
The primary constraint on organisational performance, in most organisations that are not performing at the level they should, is the quality of interpersonal relationships in the rooms where the decisions are made — specifically, the quality of honesty, generosity, and accountability that determines whether what gets said in those rooms is what is actually true.
The seven dysfunctions are not character flaws. They are individually rational responses to institutional conditions that systematically reward them. Their collective effect is the suppression of the collective intelligence the organisation's most important work requires.
The leader who has learned about Accountability can describe Ego Reaction. The leader who has developed Accountability has changed the informational conditions in the rooms they lead. That change is what the programme builds.
Ego Reaction at the leadership level creates the informational conditions in which all other dysfunctions are rational adaptations. Its transformation produces the greatest systemic change — which is why Accountability appears most frequently across the twenty missions.
Every commission begins with a classified brief drawn from a real context within one of the seventeen Sustainable Development Goals. The scenario is deliberately incomplete. Commission 20 is three days. It is Capolavoro — not the completion of the work, but the point at which twenty-four months of deliberate practice under escalating consequence is made public and permanent, set down rather than finished. “Art is never finished, only abandoned,” Leonardo said of his own work. The same is true here.
Each participant delivers a 12-minute account — without notes, before the full cohort, five External Witnesses, and their professional witness. Four movements: what I found, what I changed, what I could not change, what I am committing to. The limit is firm.
Option A participants convene their assembled parties around the commitment built across Phase 5. Option B participants present their Impossible Brief to External Witnesses and the cohort. The Summit produces at least one binding cross-sector commitment signed by parties who were not in the programme.
Commission 3 presentations. Commission 5 readings — both drafts, read aloud in sequence, unedited. The gap between them is the reading. The Binding Acts enacted, signed, and published permanently in the Capolavoro Record.
The Binding Act is not a good intention. It is a specific, measurable, time-limited commitment addressing a structural mechanism — with a Named Verifier who reports at 30, 90, 180 days and 12 months, witnessed by External Witnesses, published permanently. It is not reversible without a formal process. The Capolavoro Record is published in two versions: v1 within 30 days of Commission 20, v2 at 12–14 months with the Named Verifier reports and Commission 5 final submissions.
